So basically, OBS is a client, but its a client that acts as a publisher, sending the video to an RTMP server to be distributed. Ill be completely honest with you as someone who has looked deeply at the logistics of creating a CDN (livestreaming website as you refer to it as), that there are lots of big challenges to overcome if you are trying to make a profit. Dont get me wrong, doing a project like this on a small scale for fun can be an exciting learning experience. And to actually answer your question: No, OBS is not an RTMP server. It has no ability to receive RTMP connections and distribute to multiple destinations. It simply connects as a client to an RTMP server and publishes a feed. The main benefit of OBS being that you can do some very powerful things with it like video switching and graphics. As an example of what can be done, Im running Nginx on my computer with an RTMP module, Im streaming from my phone to Nginx, Im pulling this feed in OBS, adding things or not to the video, then pushing this edited feed from OBS to Nginx, which is then pushing it to YouTube and Twitch. I guess for your use case you wouldnt push to a platform, but rather the player on your website would pull the feed to display it to viewers. Here comes the CDN part which I dont need because Im using streaming services: many viewers, lots of bandwith needed.
